The Polish Manual consists of a theoretical and practical part (case study). Its primary purpose is to clarify the meaning of terms used in the process of maritime spatial planning in Poland as well as the MSP concept and objectives.

The Polish Manual also covers the legislative context for exercising jurisdiction in the Polish maritime areas, MSP legal principles and instruments for sustainable marine governance.
The manual details issues such as: engagement of the domestic authorities in MSP process (f.ex. maritime areas and coastal zone integrated spatial planning, MSP management, MSP responsibility) as well as implementation and enforcement of maritime spatial plan (f.ex. development of the maritime spatial plan and its implementation and revision). Equally important is the part of the Polish Manual dedicated to MSP in practice that contains the case study.
